How quickly a lifter can produce force, which matters whenever the available time is shorter than the roughly 0.3 seconds a maximal contraction needs.
A sprinter foot is on the ground for about 0.1 seconds and a jump takes about 0.2. Neither is long enough to reach maximal force, so what counts is how much force arrives in the time available. That is rate of force development, and it is trained separately from maximal strength.
Train it with light fast work and with heavy work performed with fast intent: jumps, throws, and speed sets at 50 to 60 percent moved as hard as possible for 3 reps. Keep the sets short and the rest long, because the quality disappears as soon as fatigue arrives.
Put it early in the session, right after the warm-up. Explosive work done at the end of a session trains something, but not this.
